2009年启动的深化医药卫生体制改革(以下简称“医改”)关系到十几亿人民的健康福祉,关系到国家的发展和民族的未来,是我国社会经济领域的一场深刻变革。三年多来,各级财政按照党中央、国务院“把基本医疗卫生制度作为公共产品向全民提供”的理念要求,遵循“保基本、强基层、建机制”的基本原则,不断加大投入力度,积极改革投入方式,切实强化资金监管,主动破解改革难题,为确保实现医改任务目标做出了积极的努力和重要的贡献。
