1997年新疆库尔勒市被国家科技部确定为全国星火西进工程示范市。在国家科技部和新疆科技厅的支持和指导下,我市以国家总体计划为指导,结合本地实际,坚持开拓创新,依托本地资源优势,找出问题,带着项目,主动出击,寻求合作伙伴。——注重与高等院校、科研院所挂勾,攀高亲,合作攻克科技难题。通过开展多种方式合作,我市先后与北京、上海、天津、武汉、江苏、河北、山东、山西、陕西、宁夏、安徽、黑龙江和新疆等省市自治区的27个高等院校、科研院所、企事业单位建立了合作关系,签订了技术、项目和资金合作合同及合作协议55项。
