中国东北地区的辽宁、吉林、黑龙江三省对外开放虽然起步较晚,但发展较快。特别是邓小平1992年初南巡谈话以后,对外开放的规模和水平出现了突破性进展。商品进出口总额、特别是出口额不断扩大,引进的资金和技术逐年增加,对外承包工程和劳务输出不断增多,人员对外往来与日俱增。
Although the opening up to the outside world in the northeastern provinces of Liaoning, Jilin and Heilongjiang provinces started relatively late, they have been developing rapidly. In particular, after Deng Xiaoping’s southern tour talk in early 1992, there was a breakthrough in the scale and level of opening to the outside world. The total volume of import and export of commodities, especially exports, has been constantly expanding. The funds and technologies introduced have been increasing year by year. The export of contracted projects and labor services to foreign countries has been constantly increasing, and personnel exchanges with other countries have been increasing.
