实施文化惠民扶贫,既是全面小康的应有之义,也是扶贫开发攻坚的重要内容,有利于促进人的自我发展和全面发展,有利于促进贫困地区的可持续发展。要充分发挥文化扶贫特殊功能,用文化充实精准扶贫内涵,增强脱贫致富内生动力。从扶贫开发过程来看,往往出现“今日脱贫、明日返贫”、越扶越贫的现象。究其原因,客观因素当然存在,但最根本的还是精神家园的塑造未能跟上,文化贫乏。物质经济上的扶贫,虽然能起到“立竿见影”的效果,但难以解决长远性、根本性问题。古人云,“授人以鱼不如授人以渔”。推动扶贫开发,需要在思想认识上、教育培训上和思想道德建设上下功夫,才能从根本上拔掉“穷根子”。
The implementation of the principle of “benefiting the people and helping the poor” is not only the proper meaning of an overall well-to-do society but also an important part of the poverty alleviation and development. It is conducive to promoting self-development and all-round development of people and promoting the sustainable development of poverty-stricken areas. We should give full play to the special functions of cultural poverty alleviation, enrich the connotation of poverty alleviation with culture, and enhance the endogenous motivation for poverty alleviation and prosperity. From the process of poverty alleviation and development, there are often “poverty out of poverty today, return to poverty tomorrow,” the more the more the phenomenon of poverty. The reason, of course, objective factors exist, but the most fundamental is the spiritual home failed to keep up with the building, culture is poor. Although poverty reduction in material and economic terms can play an immediate and effective role, it is difficult to solve the long-term and fundamental problems. The ancients cloud, “teach people to give as fish to fish”. To promote poverty alleviation and development, we must work hard in ideological understanding, education and training, and ideological and moral construction so that we can fundamentally unplug the “poor roots.”
