海洋捕捞业作为珠海市渔业经济的重要组成部分,为繁荣渔区经济、改善渔民群众生活做出过重要贡献。近年来,受国际海洋新制度实施和海洋渔业资源严重衰退的影响,海洋捕捞业效益低下,沿海渔民返贫严重,已成为珠海市全面建设小康社会所面临的一大难点。沿海渔民转产转业是一项涉及面广、政策性强的复杂社会系统工程,要因地制宜,突出重点,分类指导,逐步推进渔业、渔区经济的持续、协调、健康发展。
As an important part of Zhuhai’s fishery economy, marine fishing has made important contributions to the prosperity of fishery economy and the improvement of fishermen’s livelihood. In recent years, under the influence of the implementation of the new international marine system and the serious decline of marine fishery resources, the efficiency of marine fishing is low and the return of fishermen to the sea is serious. Zhuhai has become a major challenge in building an overall well-to-do society. The conversion of coastal fishermen into a complex social system project involving a wide range of policies and strong policies should be based on local conditions, highlighting key points and guiding them in a classified manner so as to promote the sustained, coordinated and healthy development of the fishery and fishery economy step by step.
