《档案法》是社会主义法制建设的组成部分,档案职业道德是社会主义精神文明建设的一项内容。因此,《档案法》和档案职业道德都属于社会主义上层建筑的范畴,是工人阶级和广大人民利益和意志在档案及档案事业方面的集中表现,二者是紧密相关的。《档案法》反映了社会主义档案职业道德的重要内容。《档案法》中的义务性规范,即《档案法》所要求和鼓励的行为,例如:“档案工作人员应当忠于职守,遵守纪律”,“有效地保护档案,为社会主义现代化建设服务”,“档案馆应当为档案的利用创造条件,简化手续,提供方便”……等等正是社会主义的档案职业道德所要培养和赞扬的行为;《档案法》中的禁止性规范,即《档案法》所禁止的行为,例如“属于国家所有的档案,……未经档案馆或有关机关同意,任何组织和个人无权公布”,以及第五章“法律责任”规定的各条等,同时也是档案职业道德所谴责或反对的行为。因此,《档案法》和档案职业道德的关系,是一种相互补充、相互配合、缺一不可的关系,二者互为作用,相得益彰,具体表现在以下三个方面。

It is exactly the behavior that socialist ethics requires to be cultivated and praised. Prohibition norms in the Archives Law, “Prohibited acts, such as” files owned by the state, ... no organization or individual is entitled to make an announcement without the consent of the archives or the relevant authorities, “as well as the provisions of Chapter V” Legal Liability “and the like File ethics condemned or opposed to the act. Therefore, the relationship between the ”Archives Law" and the professional ethics of archives is a complementarity, mutual cooperation and indispensable relationship. The two functions each other and complement each other, which is embodied in the following three aspects.
