2002年上半年,由廖小安等同志策划的《红区科技图话》选题,依次经贵州人民出版社党组、贵州省新闻出版局党组和中共贵州省委宣传部充分论证,最后被国家新闻出版总署、中共中央宣传部确定为重点项目。实施这样一个内容的出版选题,其困难程度是不言而喻的。但是,在廖小安、夏文琦、金海洋等几位编辑的努力之下,在有关部门和专家、学者的大力支持之下,在2002年贵州出版企业发展专项资金资助之下,终于如期完成了资料收集、拍摄、整理和编辑、校对和审稿工作,
