上海石化地区是一个企业办社会的产物.作为工厂的生活基地,20多年来承担了稳定职工,安置就业,普及教育,保障供给等社会责任,并依靠企业的积累,逐步建设成为目前这样一个具有相当规模的文明小区。而随着石化总厂的转制,石化地区的行政归属和管辖范围已到了必须实行企政分开的时候.在积极努力实施企政分开之际,笔者对关系到石化地区方圆5.3平方公里内商业经济以及社区经济发展的总体规划,谈一些设想和建议.
