美国小企业投资公司计划(SBIC)是美国运行良好的PPP项目之一。作为支持美国小企业创新和发展的投资工作,SBIC自实施以来撬动了大量的社会资本投向小企业,促进了小企业的发展。通过对SBIC计划工作流程和机制等方面的介绍,总结发现其在运行上具有审批严格、杠杆作用明显、组织结构灵活、银行投资积极性提高等特点。这些都可以为提高我国财政资金利用效率提供新的思路,但是也需要注意其适用性。
The U.S. Small Business Investment Corporation (SBIC) program is one of the well-run PPP projects in the United States. As an investment that supports the innovation and development of small businesses in the United States, SBIC has mobilized a large amount of social capital to invest in small businesses since its implementation and has promoted the development of small businesses. Through the introduction of the workflow and mechanism of SBIC planning, it is concluded that it has the features of strict approval, obvious leverage, flexible organizational structure and increased bank investment enthusiasm. All of these can provide new ideas for improving the utilization efficiency of fiscal funds in our country, but also need to pay attention to their applicability.
