要使我国全体人民共享改革发展成果,关键是要让低收入者共享改革发展成果。法国完善的以低收入者为重点的社会保障制度为我们提供了有益的经验和借鉴。我国首先要建立以低收入者为重点的保障制度,建立广覆盖、低水平、可持续的社会保障制度;建立城乡统一的最低生活保障制度和城乡统一的公共卫生和大病统筹制度;重视低收入者的就业问题;重视发挥税收的调节作用。我们只有重视低收入群体生活水平的提高,才有可能构建真正的和谐社会,才有可能全面建设小康社会。
