搞市场经济,无疑要有速度,要讲效益,但更应特别注重质量问题。随着社会主义市场经济的深入发展,企业转换经营机制,政府转变职能,在新形势下,质量的重要性就显得更加突出。如何深化质量监督工作,结合工作实践,归纳为以下“十化”,供参考。1 监督工作地位要法律化 国家制定了“质量法”,没有包括工程质量。建设部颁发的“建设工程质量监督管理规定”和“建设工程质量管理办法”,就是监督工作的依据,但受部门法规的限制,权威性不够。因此,要争取把部门法规上升为“国法”。目前,北京、上海、沈阳等不少大城市都制定了质量监督工作“地方法”,为监督站撑了腰,成效显著。中小城市也应争取早日出“地方法”,以便使监督站依法执法。同时,要加强监督人员对有关法规的学习,增强法制观念,提高执法水平。2 监督站的职能要深化 强化宏观监督管理,弱化微观监督检查。要促使企业加强管理,提高素质,增强自

Small and medium-sized cities should also strive for early “sunrise” methods in order to make supervision stations law enforcement.
