目的了解黑龙江省健康教育专业机构在职人员专业、岗位、学历、职称、年龄结构以及从事健康教育专业年限等人力资源配置现状,为促进健康教育专业机构能力建设、合理规划配置卫生服务人力资源及制定人力资源管理政策提供科学依据。方法采用黑龙江省疾病控制中心健康教育所设计的《黑龙江省健康教育专业机构人员基本信息调查表》对黑龙江省所有健康教育专业机构进行人力资源配置现状的调查。结果黑龙江省共有健康专业机构146所,在编人员267人,其中专职健康教育人员190人,占71.16%,兼职77人,占28.84%;专业方面,医疗卫生专业人员185人,占69.29%,非医疗卫生专业人员82人,占30.71%;具有本科以上学历5人,占1.87%;本科学历115人,占43.07%,大专学历94人,占35.21%,中专学历44人,占16.48%,高中8人,占3.00%;职称以中级、初级和无职称为主,分别85人、69人、67人,分别占31.84%、25.84%和25.09%,副高级36人,占13.48%,正高职称9人,占3.37%;年龄构成以35~45岁(101人)和45~55岁(85人)为主,占37.83%及31.84%。从事健康教育年限5年以下135人,占50.56%,10年工作年限以上为69人,占25%。结论黑龙江省健康教育专业机构人力资源配置分布不平衡、不合理,专业人员数量不足,兼职比例过大,技术职称过低以及从事健康教育工作年限严重不足。
Objective To understand the status quo of human resources in professional bodies, positions, academic qualifications, professional titles, age structure and years of health education in Heilongjiang Province. In order to promote the capacity building of health education institutions and to rationally allocate human resources for health services, Human resources management policies provide a scientific basis. Methods A survey of basic information of health professional institutions in Heilongjiang Province designed by Health Education Center of Heilongjiang Provincial Center for Disease Control and Prevention was conducted to investigate the current situation of human resources allocation in all health education institutions in Heilongjiang Province. Results There were 146 health professional organizations in Heilongjiang Province, with 267 staff, including 190 full-time health education personnel, accounting for 71.16%, 77 part-time occupations, accounting for 28.84%; 185 professional health professionals accounting for 69.29% 82, accounting for 30.71%; 5 with a bachelor’s degree or above, accounting for 1.87%; 115 with a bachelor’s degree, accounting for 43.07%, 94 with tertiary education, accounting for 35.21%, 44 with secondary education, accounting for 16.48% , Accounting for 3.00% of the senior high school. The titles include intermediate, primary and non-professional titles with 85 persons, 69 persons and 67 persons respectively, accounting for 31.84%, 25.84% and 25.09% respectively, and 36 persons representing associate senior level, accounting for 13.48% There are 9 persons with positive professional titles, accounting for 3.37%. The age group consists of 35 to 45 years old (101 persons) and 45 to 55 years (85 persons), accounting for 37.83% and 31.84% respectively. 135 people engaged in health education for 5 years or less, accounting for 50.56%, 69 years or more for 10 years of working experience, accounting for 25%. Conclusion The distribution of human resources in health education institutions in Heilongjiang Province is unbalanced and unreasonable, the number of professionals is not enough, the proportion of part-time job is too large, the technical titles are too low, and the working life of health education is seriously insufficient.
