中共十五届四中全会提出股份多元化是一项十分重要的改革措施,十六届三中全会进一步明确股份制是公有制的主要实现形式,具有非常重要的意义。 国有企业股份制改造有三个重要作用: 第一,有利于资源优化配置。我国的国有企业对国民经济的发展做出过历史性的贡献,但是国有企业也有局限性,如东北老工业基地因市场和环境变化,出现了不适应性,通过股份制改造实现资源优化配置。
The Fourth Plenary Session of the 15th CPC Central Committee proposed that the diversification of shares is a very important reform measure. It is of great significance that the Third Plenary Session of the 16th CPC Central Committee further clarifies that the shareholding system is the major form of public ownership. The reform of joint-stock enterprises in state-owned enterprises has three important functions: First, it is conducive to optimizing the allocation of resources. China’s state-owned enterprises made historic contributions to the development of the national economy, but state-owned enterprises also have their own limitations. For example, due to changes in the market and the environment, the old industrial bases in Northeast China have become ill-adapted and resources are optimally allocated through joint-stock reform.
