在认真总结初级卫生保健试点阶段工作的基础上,自治区人民政府批转下发了卫生厅《关于农牧区初级卫生保健普及阶段工作的安排意见》,要求各级政府认真组织实施,按期实现我区普及阶段50%县市达标任务。并根据新疆实际,将普及阶段计划达标的48个县市分3批于1995年底前完成达标。
