第三次全国教育工作会议提出了实施以提高民族素质和创新能力为重点的素质教育的决定。外语学科如何实施素质教育,已成为广大外语教师所关注的焦点。本文着重探讨了经济欠发达地区外语学科实施素质教育的问题与思考。一、经济欠发达地区外语学科素质教育的现状与问题目前,我国外语教育中存在的主要问题,正如李岚青同志讲过的(1996)“费时较多,收效较低”。在经济欠发达地区,主要表现在以下三个方面。 1.教育教学观念落后。在教学目标上只注重知识的讲授而忽视学生实际能力的培养;在教学过程中,为了应付考试、升学而学生的主体地位得不到体现;在测试评价方面,教学内容与评价标准单一,学生学业负担过重,教师精神压力大,阻碍着教学的改
