居民医疗保障制度作为保障居民基本医疗卫生权利的制度,成为了实现消除城乡二元结构,缩小城乡差距,提高农村生活质量和经济水平,建立城乡协同发展的新型城乡发展格局的重要措施和手段。城乡一体化简单讲就是要摒弃和改变过去那种重城市、轻农村,城乡分治的做法和观念,借助政策调整和体制改革逐步消除城乡之间的樊篱,加大对农业的支持和保护。本文叙述了城乡一体化的相关概念,我国居民医疗保障制度一体化的发展现状,并针对性地提出了全面推进我国医疗保障制度城乡一体化的相关措施。
As a system to protect residents’ basic medical and health rights, the residents medical insurance system has become an important measure and means to eliminate the dual structure of urban and rural areas, narrow the gap between urban and rural areas, improve the quality of rural life and economic level, and establish a new pattern of urban-rural development. To sum up urban-rural integration, we should abandon and change the past practices and concepts of sub-urbanization, light rural areas, urban-rural division and control and gradually eliminate the barriers between urban and rural areas through policy adjustment and structural reform so as to increase support and protection for agriculture. This paper describes the related concepts of urban and rural integration, the development of integration of residents’ medical insurance system in our country, and puts forward the relevant measures to comprehensively promote the integration of urban and rural medical insurance system in our country.
