综合配套是事物发展的内在要求。统计方法制度改革要在总结多年实践经验的基础上,进一步重视由局部的单项的改革走向综合配套改革,建立面向新世纪的社会主义市场统计方法制度模式。改革开放以来,统计改革适应经济体制改革的需要,推出了一系列的改革措施,取得了明显成效。回顾近些年统计方法制度改革的历程,感到局部性的单项改革措施多,综合配套改革不够,主要表现在以下几方面:
Comprehensive support is the inherent requirements of the development of things. On the basis of summing up years of practical experience, the reform of the statistical method and system should be further emphasized from the partial reform of the individual sectors to the comprehensive and complementary reform and the establishment of a system model of statistical methods for the socialist market in the new century. Since the reform and opening up, statistical reform has adapted to the needs of economic restructuring and has introduced a series of reform measures with remarkable results. Recalling the course of the reform of the statistical method and system in recent years, we find that there are many single reform measures that are localized and that there are not enough comprehensive reforms to be implemented. The reform is mainly reflected in the following aspects:
