会议提出,要按照中央的决策部署,建立起人才、技术、管理、资金等全方位对口支援新疆的有效机制,把保障和改善民生放在支援的优先位置,着力帮助各族群众解决就业、教育、住房等基本民生问题,着力支持新疆特色优势产业发展。明年起全面实施对口援疆工作。力争经过5年努力,在重点任务上取得明显成效;经过10年努力,确保新疆实现全面建设小康社会目标。
