在学习新水土保持法及相关国家标准的基础上,结合多年从事生产建设项目水土保持方案编制的实践,总结了目前水土保持方案编制中存在的一些问题,并提出了新形势下水土保持方案编制人员应具备的针对性、结合自然、可操作性和有破有立、破而后立等4个基本新理念。
