安全既是保证煤炭企业生产正常进行的重要因素,也是煤矿职工生命安全的重要保障,更是我国能源产业高速持续发展的重要保证。绝大部分的安全问题归根到底是人的问题,对于人的问题,管理是最好的解决方式。通过因果分析图分析了制约煤矿安全生产的因素,介绍了安全管理的概念。然后基于博弈论理论分析了煤炭企业和地方政府及安全监管部门之间的博弈,从而进一步分析了管理环境中引发生产安全问题的因素,并提出相应的应对策略。
Safety is not only an important factor in ensuring the normal operation of coal production, but also an important guarantee for the safety of coal mine workers. It is also an important guarantee for the sustained and rapid development of China’s energy industry. Most of the security problems in the final analysis is the human problem, the management of human problems is the best solution. Through causal analysis of the analysis of the constraints of coal mine safety factors, introduced the concept of safety management. Then, based on the game theory, this paper analyzes the game between coal enterprises and local governments and safety supervision departments, and further analyzes the factors that lead to production safety in the management environment and puts forward corresponding countermeasures.
