强化财政预算监督,实现规范运作强化财政预算监督,对于督促政府合理分配资金,正确处理好积累与消费的关系,提高资金使用效率,促进国民经济全面健康协调发展有着重要的作用。如何代表人民督促政府依法理财,在加强预算监督上下功夫是近年来珠海市人大常委会监督工作的重点。通过落实对预算草案的审查工作、对预算执行的监督工作、对本级财政决算的审查和批准工作,珠海市人大常委会实现了日常工作监督把握制度化和规范化的要求,保证了预算监督的程序性和实质性。市人大财经委在日常审查监督财政预算工作时,也始终把支持政府依法理财,提高行政效率与促进政府采取措施,加强地方财政风险控制结合起来。程序的步骤化和实践要求的清晰化,体现了市人大常委会依法监督、规范运作的决心。
