所谓“天窗县”问题,是指在2011年,鹤城区被列入武陵山片区区域发展与扶贫攻坚范围,但不能享受国家特扶政策,属“天窗县”。由于没有得到与周边相邻县市同等的政策资金扶持,该区经济社会发展滞后,尤其是农村贫困问题仍比较严重。为进一步推动鹤城区扶贫攻坚工作,特提出以下建议供上级有关部门参考,并予以支持。
The so-called “Skylight” issue means that in 2011, Hecheng District was included in the Wuling Mountain Area’s regional development and poverty alleviation areas, but can not enjoy the special state assistance policy, which belongs to “Skylight County”. In the absence of the same policy funding support from neighboring neighboring counties and cities, the economic and social development in the area lags behind. In particular, the problem of rural poverty remains relatively serious. In order to further promote the crackdown on poverty alleviation work in Hecheng District, we hereby put forward the following suggestions for the reference of relevant departments at higher levels and give them support.
