中南地区第三次财政厅(局)办公室协作会于5月6日至13日在洛阳市召开。来自广东、广西、湖南、湖北、河南、珠海、武汉等7个省(区、市)财政厅(局)办公室的负责同志共25人参加了会议。财政部办公厅、中国财经出版社的有关同志,以及部分省财政厅的负责人也应邀出席了会议。会议的中心议题是:总结交流中南地区各省(区)市财政十年改革的基本情况和经验,研究出版发行《中南财政改革十年》一书的有关事宜。会议认为,党的十一届三中全会以来,中南地区的财政工作在各方面都进行了一系列重大改革。在预算管理体制方面,曾分别实行总额分成、比例分成、增长分成、递增包干,定额上交、比例上交和定额补贴等多种管理办法;建立了乡(镇)
Central South Office Third Department of Finance (Bureau) Office Collaboration May 6 to 13 held in Luoyang. A total of 25 responsible officials from the offices of the Finance Bureau (bureau) in 7 provinces (autonomous regions and municipalities) in Guangdong, Guangxi, Hunan, Hubei, Henan, Zhuhai and Wuhan attended the meeting. Relevant comrades of the General Office of the Ministry of Finance and China Financial Press and heads of some provincial finance departments were also invited to attend the meeting. The central issue of the conference is to summarize and exchange the basic information and experience of the ten-year reform of finance in various provinces (autonomous regions and municipalities) in the Central South Area and to study the publication and issue of the book “Ten Years of Financial Reform in Central South China”. The meeting held: Since the Third Plenary Session of the 11th Central Committee of the Party, the central and southern regions have conducted a series of major reforms in all aspects of their financial work. In respect of the budget management system, various administrative measures such as dividing the total amount into shares, dividing the percentage into shares, increasing the share of shares, increasing the number of subordinate units, handing over quotas,
