谁是弱势群体?弱势群体主要包括四部分人:1、下岗职工或已经出了再就业服务中心,仍然没有找到工作的人;2、“体制外”的人(即那些从来没有在国有单位工作过,靠打零工、摆小摊养家糊口的人以及残疾人和孤寡老人);3、进城的农民工;4、早期退休的原“体制内”人员。弱势群体具有三个特征:低收入水平、生活贫困和抗风险能力脆弱。其中,低收入水平和生活贫困是根本性特征。因此,他们极易陷入“贫—病—贫”和“病—贫—病”的恶性循环之中。疾病与贫困往往相伴而生。弱势群体人口由于经济贫困,长期营养不良,工作及生活环境、卫生状况恶劣,文化素质较低、卫生知识贫乏,再加上心理压抑和超负荷体力劳动等原因,其患病的机率较一般人
