经济结构调整是运动。运动永无休止,无论有意识还是无意识,无论政府有动作还是无动作,结构调整都随时在进行。运动没有静止的参照系,不作任何结构调整的国家,相对于其他国家仍在调整,最明确不过地反映在进出口结构上。运动有规律,政府可以能动地改变经济结构调整的方向和速度,依是否遵循规律,获得结构良性化或恶性化的不同调整结果。
Economic restructuring is a movement. There is no end to the movement, whether consciously or unconsciously, whether the government has any action or no action, and the structural adjustment is always on the move. There is no static frame of reference for movement. Countries that do not make any structural adjustment are still adjusting relative to other countries and are most clearly reflected in their import and export structure. With regular exercise, the government can change the direction and speed of economic restructuring dynamically, and obtain different adjustment results of structural benignity or malignity depending on whether it follows the law or not.
