地方社会科学院是我国社会科学研究领域中一支重要的力量。改革开放以来,地方社科院为本地区的两个文明建设提供了不可或缺的智力支持,不同程度地发挥着本地党政机关和一些部门的决策参谋和“智囊”的作用。但是随着国家创新体系、科教兴国战略的确立,面对知识经济、全球化的冲击,特别是市场经济体制的确立,地方社科院都不同程度地面临诸多新问题的挑战。从社会科学发展的角度看,地方社科院的改革与发展与社会科学的成熟与进步息息相关。同时,社科院的改革与发展也与地方的经济建设和社会全面进步相辅相成。因此,如何在新形势下进一步发挥地方社科院的参谋助手作用,把握时代机遇,确立正确办院方针,走出办院困境,成为目前地方社会科学院研究的重要课题。
Local Academy of Social Sciences is an important force in the field of social sciences in our country. Since the reform and opening up, the local Academy of Social Sciences has provided the indispensable intellectual support for the two civilizations in this region and has played a role of the decision-making staff and the “think tank” of local party and government organs and some departments to varying degrees. However, with the establishment of the national innovation system and the strategy of rejuvenating the country through science and education, in the face of the impact of the knowledge economy and globalization and the establishment of a market economy system in particular, the local Academy of Social Sciences has faced the challenges of many new problems to varying degrees. From the perspective of the development of social sciences, the reform and development of the local Academy of Social Sciences are closely related to the maturity and progress of the social sciences. At the same time, the reform and development of the CASS are complemented by the economic construction and overall social progress of the localities. Therefore, under the new situation, it has become an important topic for the local Academy of Social Sciences to further give play to the role of assistant of the local social science academies, grasp the opportunities of the times, establish the correct guidelines for running the courts, and get out of the predicament of running the courts.
