通过新疆发展对苏贸易,是宁夏人民政府主要领导人和许多经济工作者所共同关心的一个问题。就这个问题谈点看法,意在抛砖引玉,供有关同志参考。一当前,我国对外开放的格局已经发生变化,从过去偏重于沿海东部地区对外开放转变为东、西、北三面同时开放,出现了全方位对外开放的新形势。正如邓小平同志所指出的:“我们实行对外开放政策,并不只是对美国、日本、西德等发达国家开放。对这些国家开做,是一个方面;另一方面是南南合作;还有一个方面,是对苏联和东欧国家开放。”面对这种对外开放的新形势,宁夏怎么办? 十一届三中全会以后,宁夏对外开放工作进入了一个新的历史时期。近几年,为了扩大出口创汇能力,充分发挥本地资源优势,发展对外经济合作,宁夏曾有过向西开放的设想,并对建立银川伊斯兰经济特区作了广泛的论证。宁夏位于祖国西北,处于欧亚大陆中心。这种居中的地理位置,有利于“四面开门、八面来风”,尤其有利于向西开放进入中东伊斯兰
