如何看待中国经济增长换档成为全球瞩目的议题之一。对经济增长换档的评价事关宏观政策选择。当前经济增长率下调属于正常波动。经济增长率下调主要成因有三点:一是经济增长与资源环境矛盾日趋尖锐;二是有效需求扩张阶级性饱合;三是以货币供给扩张推动经济增长的路走到了尽头。财政政策是稳增长的重要手段,但绝非经济增长发动机。基于此完善财政政策应从四方面入手:一是降低赤字率;二是改革税制;三是增加转移性支出扶持中等收入阶层;四是培育养老产业。
How to Treat China’s Economic Growth Shift has become one of the topics attracting worldwide attention. The evaluation of economic growth shift is related to macro policy choices. The current rate of economic growth is a normal fluctuation. The main causes of the economic growth rate down three points: First, the contradiction between economic growth and resources and the environment increasingly sharp; Second, the expansion of effective demand for the full class saturation; Third, the monetary expansion to promote economic growth came to an end. Fiscal policy is an important means of steady growth, but it is by no means the engine of economic growth.
