依据二元语义信息评价的基本思想,构建了评价指标属性权重和决策者权重的耦合赋权模型,既体现了语言信息评价对指标经济意义或技术意义判断的重要性,又规避了主观赋权的弊端。针对船闸闸位选址的多指标决策问题,在分析其多指标影响因素的基础上,以江苏省宿迁市井头船闸选址为实例,应用该方法对四种闸位布局方案进行了综合评价。评价结论与实际较为相符,证明了该方法对优选船闸闸位布局方案能作出有效评估并能提供丰富的决策信息。

The conclusion of the evaluation is in good agreement with the actual situation, which proves that this method can effectively evaluate the optimal layout scheme of ship lock and provide rich decision information.
