1998年底国务院决定在全国建立城镇职工基本医疗保险制度,同时规定,离休人员、老红军、二等乙级以上革命伤残军人的医疗待遇不变,退休人员、国家公务员和国有企业下岗职工在纳入基本医疗保险制度的前提下,享受一定的照顾政策。医改后如何妥善解决这些人员的医疗待遇,不仅直接涉及到能否确保他们的医疗待遇,也关系到新老制度的平稳过渡与衔接,关系到整个基本医疗保险制度的最终确立和运行。
