在从工业社会向后工业社会转型的过程中,人们进入了高度复杂性和不确定性的历史时期。社会中不稳定因素的迅速增长大大缩短了公共政策的生命周期,并加速了政策的调整与终结。然政策终结虽作为政策过程中的一个重要环节,在政策科学的研究中却是一个长期受到忽视的领域。基于这样的现实,我们主张用灵活的、不确定的思维重新认识、重视政策终结问题,使得政策系统更好地适应后工业社会的要求。
In the transition from an industrial society to a post-industrial society, people have entered a historical period of high complexity and uncertainty. The rapid growth of unstable factors in society has greatly shortened the life cycle of public policies and accelerated the adjustment and termination of policies. Although the policy termination is an important link in the policy process, it is a long neglected area in the study of policy science. Based on such reality, we advocate re-understanding with flexible and uncertain thinking and attaching importance to the issue of policy termination so that the policy system can better meet the requirements of post-industrial society.
