建立国库集中收付制度,是我国财政管理制度的一项历史性重大变革。2000年至今,国库集中收付制度改革已经走过10年历程。站在新的历史起点上,回顾10年改革与制度创新的进程,总结改革取得的成效和经验,分析当前面临的形势和问题,推动建立既具有中国特色、又具有国际先进水平的现代国库管理制度,具有重大的理论价值与实践意义。
The establishment of treasury centralized payment system is a historic and significant change in China’s financial management system. Since 2000, the treasury centralized payment system reform has gone through 10 years of history. Starting from a new historical starting point, we reviewed the progress of 10 years of reform and system innovation, summarized the achievements and experiences we have made in the reform, analyzed the current situation and problems we are facing, and promoted the establishment of a modern treasury management with both Chinese characteristics and international advanced standards System, has great theoretical value and practical significance.
