江泽民同志近来就企业改革和发展问题,发表了一系列重要讲话.他的讲话不仅对加快国有企业改革和发展具有重要意义,对于设备管理改革和发展同样具有重要指导意义.本文就学习江泽民同志的重要讲话,结合当前设备管理改革和发展中出现的一些问题,谈一些粗浅的看法.就教于设备管理战线的同行们.一、对待设备管理改革的两种态度当前,设备管理改革同国有企业改革一样,正处在一个关键时刻.新旧体制转变中出现诸多矛盾,错综复杂.对待矛盾的态度,大致可归纳成两大类.一类是正视矛盾,积极探索.一方面坚持贯彻《设备管理条例》以及自身实践中积累的行之有效的设备管理经验;另一方面加强学习,转变观念,因势利导,正确处理改革中出现的各种矛盾,积极贯彻《“九五”全国设备管理工作纲要》,探索适应两个根本性转变的设备管理新机制、新模式.持这类态度的企业中,国有大型企业居多,尤其是骨干企业.这类企业设备管理不仅没有滑坡,而且正在逐步创造与积累设备管理新经验.这是由于这类企业的领导和大部分职工在长期生产经营实践中,深切体会到设备管理的重要性,因此,他们的设备管理意识较强,加强设备管理的自觉性较高.另一类是企业中的某些同志,由于对设备管理新旧体制转换中的诸多矛盾还不太适应,在思想认识上产生了困惑,
