我国是世界上结核病高疫情国家之一,结核病防治的国际合作项目不断增多。本文通过分析当前我国结核病防治国际合作项目管理的项目管理机制、业务指标实施、资金与资产管理、经济学评价等方面的研究进展,提出了现有研究存在的局限性:研究内容以项目业务管理多,项目行政管理少;研究角度属于项目内部评估居多,外部评估很少;研究方法偏重于纵向分析,缺乏横向对比。最后,本文建议应加强以财务管理为核心的项目管理研究、国际合作项目的独立评估和综合经济学研究。
China is one of the countries with a high incidence of tuberculosis in the world and the number of international cooperation in tuberculosis prevention and control is on the increase. Based on the analysis of the current project management mechanism, business indicators implementation, capital and asset management, economic evaluation and other aspects of the current international cooperation project management of tuberculosis prevention and control in our country, this paper puts forward the limitations of the existing research: the research content is based on the project business management More and less project management; research perspectives belong to the majority of internal evaluation projects, external evaluation is small; research methods are more emphasis on longitudinal analysis, the lack of horizontal contrast. Finally, the paper suggests that project management research focusing on financial management, independent assessment of international cooperation projects and comprehensive economics research should be strengthened.
