长期以来,我国电力行业定额一直采用量、价合一的工料单价模式,这种计价方法难以反映施工企业的真实水平,不利于公平竞争,也不符合市场经济规律,在工程量清单计价中已不再适用。在我国绝大多数施工企业没有能力形成自己的企业定额,并且在今后较长时间内仍难以在短期内出台反映其真实施工水平的企业定额的现状下,笔者认为可以建立一套科学有效的电力行业消耗量定额作为企业定额出台前的过渡,这对工程参建各方尤其是对施工企业将具有非常积极而有效的参考价值和实际意义。同时应出台相应的消耗量单价的参考计算方法和工程取费的计取规定,使参与各方的组价在可控范围内。

At the same time should be introduced corresponding unit price of the reference calculation method and take the provisions of engineering fees, so that all parties involved in the group price controllable.
