当前地方政府债务规模日益庞大,尤其是在后金融危机时期,在中央政府4万亿投资计划和中央主导发行2000亿地方债,以及在积极财政政策和适度宽松货币政策的作用下,各地方政府纷纷举债进行大规模的投资建设,从而导致地方政府债务规模剧增,引起了社会广泛关注。地方债务促进地方经济发展的同时也带来了巨大的风险,如何解决好地方债务问题成了我国经济发展过程中的一个重要问题。
