森林资源大省云南发展林纸产业引发一场影响范围广泛的争论。大家在争什么?有人概括为林业发展方向之争,林业发展转轨之争。林业的发展是坚持单纯的生态建设方向,还是转为“生态建设产业化,产业建设生态化”的方向?林业发展的取向是单一的生态目标或单一的生产目标,还是转轨为多元目标?中国的林业发展既有长期只取不予、单纯砍木头的沉痛教训,也有大力提倡植树造林、全力维护生态安全的积极经验。在强调全社会协调发展、可持续发展的今天,林业的理念体系和政策体系确实应该作一番新的梳理,以求扬弃,以求创新,以求更适合中国发展的需求。这大概也正是林业产业云南“突围”的意义之所在。
The forestry and paper industry, a big forest resource province in Yunnan, has triggered a wide-ranging controversy. What is everyone fighting for? Someone summarized the direction of the development of forestry, forestry development transition. Is the development of forestry in the direction of simple ecological construction or in the direction of “ecological construction industrialization and industrial construction ecologicalization”? Is the orientation of forestry development a single ecological goal or a single production goal or a transition to a multi-purpose China’s forestry development has not only given painful lessons of long-term removal of trees but also simply cutting trees, and has also vigorously promoted the positive experience of afforestation and full efforts to safeguard ecological security. In emphasizing the coordinated development of the whole society and sustainable development, the concept system and policy system of forestry should indeed make some new sorts in order to subdue and seek innovations in order to better meet the needs of China’s development. This is probably exactly what forestry industry Yunnan “break through” meaning.
