今春,我随同北京市赴陕水利学习队,到关中洛惠渠灌区生活了两个多月,作为西行“取经”的一员,在这里谈谈个人的见闻。洛惠渠位于陕西关中八百里秦川东部,引洛河自流灌溉大荔等三县约50万亩耕地。这是个老工程新灌渠,1933年勘测设计,1934年动工,在国民党反动统治时代,整整搞了16年,到1949年解放时还未能通水灌溉。解放后在共产党和人民政府的领导下,1950年开始灌溉、1953年就全部建成受益了。洛惠渠已在战胜干旱、保证灌区农业稳产高产的斗争中立下了功勋,特别是在灌区管理方面,这里同志摸索积累了一套完整的方法,为我国年青的灌溉管理科学提供了宝贵的经验。
This spring, I went to Shaanxi Water Conservancy Study Team with Beijing to live in the Guanghzhong Loiqu Ditch Irrigation Area for more than two months. As a member of the Westbound Travel Course, I talk about my personal experiences here. Luo Hui Qu is located in Shaanxi Guanzhong eight hundred in the eastern part of Qinchuan, lead Luohe gravity irrigation Dali and other counties about 500000 acres of arable land. This is an old irrigation project. In 1933, survey and design was started. It was started in 1934 and under the Kuomintang’s reactionary rule of the Kuomintang, it was fully engaged for 16 years. By the time of the liberation in 1949, it failed to get water through irrigation. After the liberation, under the leadership of the Communist Party and the people’s government, irrigation began in 1950 and all of them were built in 1953. Luohui drainage canal has played its part in overcoming the drought and ensuring stable and high-yield agriculture in the irrigated area. Especially in the area of irrigation management, gurus here have accumulated a set of complete methods and provided precious experience for our young irrigation management science. .
