飞地是一种特殊的人文地理现象,指隶属于某一行政区管辖但不与本区毗连的土地。通俗地讲,如果某一行政主体拥有一块飞地,那么它无法取道自己的行政区域到达该地,只能“飞”过其它行政主体的属地,才能到达自己的飞地。根据我国的行政分级,会出现不同级别的飞地,如村的飞地、乡镇的飞地、县的飞地、省的飞地、国家的飞地。中国没有境外飞地,因而在中国,级别最高的就是一级行政单位(省/自治区/直辖市)之间的飞地。
The enclave is a special kind of human geography phenomenon, which refers to the land under the jurisdiction of an administrative region but not adjacent to this region. To put it in a nutshell, if an administrative body has an enclave, it can not reach its place of origin through its own administrative area and can only “fly” past the territory of other administrative bodies to reach its enclave. According to the administrative classification of our country, different types of enclaves, such as enclaves of villages, enclaves of villages and towns, enclaves of counties, enclaves of provinces and national enclaves will appear. There is no enclave in China. Therefore, in China, the highest enclave is the enclave between the first level administrative units (provinces / autonomous regions / municipalities directly under the Central Government).
