世界卫生组织(WHO)对视力损害进行了分类定级,最佳矫正视力在0.3以下～0.05为低视力,0.05以下～无光感为盲。Vaughan(1980)曾指出低视力与盲之比起码为3:1,即有一个双盲患者,便有三个低视力。我们的调查证明这种说法是可信的。从全国有关资料分析,我国的双盲率大约为0.4%左右,因而双低视力患病率约在1.2%左右;亦即我国大概有双盲患者400万人,而低视力患者约1200万人左右。低视力可以发展为盲,因而可以认为它是盲的
