羊年春节到了。确保春节安全,过一个欢乐,祥和的春节,所有百姓的心愿年年如此,政府工作的重点也年年如斯。但是节前,还是接连发生了数起重大交通安全事故。 年年强调安全,却又年年出现安全事故,这里面就肯定存在因果关系了。 从客观上来说,经过20多年的改革开放,我国的社会流动性日渐加快,社会公用资源和安全资源负荷不断加重,增加了引发安全事故的隐患。尤其是到了像春节这样的“黄金周”期间,社会流动出现井喷式的大爆发,交通运输能力和维护社会治安的警力不敷使用,压力空前加剧,交通事故和社会治安事件发生的概率自然大于平时。
