Whether this provision is reasonable or not and whether it meets the actual conditions in Minhang and other areas in Shanghai is a question to be studied. From the situation of junior high schools in Minhang District, it seems that this “one-size-fits-all” repetition rate, which ignores the actual learning situation of all grades, hardly matches with normal teaching and lacks certain empirical evidence. This study aimed at the actual conditions of Minhang District through a large number of follow-up surveys to provide the first and second grades of the ordinary middle schools in the district with a reference index of repetition rate which is in good agreement with the actual situation
