1989年底,上海市教育科学研究所就“初中学习困难学生教育和困难初中综合政革”组成课题组,研究初中教育深化改革、大面积提高教育质量,以适应社会主义建设需要的理论与实践问题。1990年初,在向国家教委基础教育司领导汇报时,得到司领导大力支持,并正式行文作为委托任务下达。同年,上海市教育局颁发普教科研“八五”规划课题指南,又将“学习困难学生的特点、成因和教育对策”列为招标课题。经投标、评标、决标,由市教科所中标,并组织宝山、南市、杨浦、崇明、川沙、农场局前卫农场有关单位及上海师大教科所承担部份分课
