新修订的《建设项目环境保护管理条例》第九条首次明确了技术评估的法律地位,这既是对以往技术评估工作的充分肯定,又为今后开展技术评估工作提供了强有力的法规遵循。1992年,为加强全国建设项目的环境保护管理,原国家环境保护局成立了首家评估机构,经过25年耕耘,目前全国已有评估机构100多家,评估机构从业人员2000多人。技术评估作为环境影响评价审批的技术支撑是非常必要的,是环境影响评价科学审批的重要保障。
Article 9 of the newly revised Regulations on the Administration of Environmental Protection in Construction Projects clarifies for the first time the legal status of technical evaluation. This not only affirms the previous technical assessment work but also provides strong regulatory compliance for future technical assessment work. In 1992, in order to strengthen the environmental protection and management of national construction projects, the former State Environmental Protection Administration set up the first assessment agency. After 25 years of hard work, there are now over 100 assessment agencies and over 2,000 assessment agencies in the country. Technical assessment as a technical support for environmental impact assessment approval is very necessary, is an important guarantee for scientific approval of environmental impact assessment.
