各市、州人民政府,各地区行政公署,省级各部门: 去年以来,由于水泥市场价格波动,我省部分地区出现盲目新上水泥项目,尤其是上立窑项目的现象。在当前我省水泥产品结构不合理,立窑水泥比重过大,而市场受销售半径制约,一般立窑水泥已供大于求的情况下,再盲目新上水泥项目不利于我省水泥结构调整,也没有经济效益。为防止重复建设,优化我省水泥结构,经省政府同意,现将有关事项通知如下: 一、禁止新建、扩建立窑水泥生产线与直径3米以下旋窑水泥生产线。
Municipal and State People’s Governments, Regional Administrative Offices, and Provincial Departments: Since last year, due to price fluctuations in the cement market, there have been blind new cement projects in some areas of our province, especially the phenomenon of upper kiln projects. At present, the structure of cement products in our province is irrational, the proportion of shaft kiln cement is too large, and the market is constrained by the sales radius. In general, kiln cement has exceeded supply, and blindly new cement projects are not conducive to the adjustment of cement structure in our province. There is no economic benefit. In order to prevent duplicate construction and optimize the cement structure of our province, with the consent of the provincial government, the relevant matters are hereby notified as follows: 1. It is forbidden to newly construct or expand the kiln cement production line and the rotary kiln cement production line with a diameter of 3 meters or less.
