"土政策"按照价值取向不同,可以分为私利层面和公利层面.两者不能被混为一谈,其主要区别在于目的性及产生的原因不同.要解决"土政策"问题,既不能只抓政策的制定,又不能只抓政策执行,而只有将二者有机结合起来考虑,才能根除"土政策"痼疾.","Local rules" can be divided into two types-self- interest and public interest according to the orientation of value. The two can t be confused. Their main distinction is that their purposes and formed causes differ from each other. In order to solve the problem caused by local rules, we can neither stress the making of the local rules nor emphasize the performance of the local rules. Only when we consider the two carefully and organically can we thoroughly do away with chronic illness caused by local rules.
