推进干部交流是实现干部资源优化配置、领导班子结构合理重组和领导班子素质提高的有效途径。如果交流适时、合理,一个软班子会因交流而硬化,一个散班子会因交流而强化,一个懒班子会因交流而优化。当前,在实践中,推进干部交流还存在一些较为突出的问题和矛盾。一、干部交流制度需要完善的四个问题(1)干部交流形式与实现交流目的的一致性问题。干部交流主要目的在于通过交流优化领导班子结构,提高领导班子改革开放和经济建设的整体能力,为干部充分发挥

At present, in practice, there are still some prominent problems and contradictions in promoting the exchange of cadres.
