邓小平以无产阶级革命家的宽阔胸怀、高屋建瓴的战略眼光、冷静求实的科学态度、改革开拓的革命精神和身体力行的表率作用,针对新时期的特点和要求,提出并解决了一系列涉及干部队伍建设的根本性问题,主持制定了党和国家在这一时期的组织路线和干部队伍建设的大政方针。为党和国家的长治久安、后继有人作出了卓越贡献,为马克思主义宝库中干部队伍建设的理论增添了富有创新精神的时代内容,形成了他独具特色的培养、选拔干部的思想。这一思想集中表现在三个方面:
