本文从区域全息发展战略的理论出发,对白银市自然、经济、社会文化等发展条件进行结构对应变换分析。认为长期以来农村落后的自给自足的自然经济,与以中央为主、省属为副的大企业经济所形成的二元经济结构,以及相应形成的大企业文化集团与农村背景亚文化集团的彼此隔离,是阻碍白银市经济发展的症结。进而,文章提出了振兴、繁荣、发展是本市三个互相促进的发展战略措施,并探讨了多层次的白银市的不同发展战略要求。提出强化干部的商品经济意识是白银市振兴、繁荣和发展的需要。
Based on the theory of regional holographic development strategy, this paper analyzes the structural transformation of the natural, economic, social and cultural development of Baiyin City. Considering that the self-sufficient natural economy, which has lagged behind in rural areas for a long time, and the dual economic structure formed by the economy dominated by the central government and the provincial-owned large enterprises, as well as the correspondingly formed dual economic structure of large enterprise culture groups and rural background sub-cultural groups Isolation is the crux of the silver city’s economic development. Furthermore, the article puts forward that revitalization, prosperity and development are the three strategic measures to promote each other in this Municipality and explore the different development strategy requirements of the multi-level Silver City. It is pointed out that strengthening the awareness of commodity economy among cadres is the need of silver market revitalization, prosperity and development.
