坚持自愿原则,不强迫救助对象。自愿是新的救助法规体现的一个重要原则,是与传统收容遣送工作的一个显著区别。过去,对流浪乞讨人员实行收容遣送回乡,现在,是流浪乞讨人员请求并表示愿意接收救助时,救助站才可以实施救助。如果受助人员自愿放弃救助,要求离开救助站,救助站不得限制。至于没有向救助站求助的流浪乞讨人员,《救助管理办法》规定有一个引导机制。该站在工作中严格执行这一原则,当救助对象向救助站自愿求助时,对符合条件的,由救助站无偿提供救助,不向受助人员及其家庭和单位收取任何费用。当受助人员放弃救助、自愿离站时,救助站尊重其选择,及时履行手续,让其离站。
